Magazines Canada announces CPF lobbying agenda
In a release delivered yesterday, Magazines Canada named three  Canada Periodical Fund issues it believes are of "paramount concern." It appears the industry's largest association is aiming to serve magazines on the opposite ends of its membership spectrum.

Magazines Canada is urging the Department of Heritage to:
  • Find a way to fund magazines with annual circulation less than 5,000. "[T]his should be possible within the framework of the new program by making room for provisions like revising the funding formula or changing the eligibility criteria."
  • Rethink the $1.5 maximum cap in the amount any given magazine can receive. Capping should be introduced "through a gradual reduction in investment over time to affected magazines and not all at once on April 1, 2010."
  • Ensure cash flow is not negatively affected by the program change, particularly with relation to the Publications Assistance Program."The PAP design and its connection to Canada Post expenses meant that, for the most part, a title received funding in line with its publishing and distribution calendar. So cash flow was manageable. At this time, Heritage has not indicated how it will help our members avoid a cash flow crisis in the formula exercise."
